European Union

After joining the European Union on 1 May 2004, Estonia participates in the Union's decision-making processes as a full member.

The Ministry of Economic Affairs and Communications bases its actions towards the European Union on the priorities of Estonia's EU Policy for 2020–2021 and long-term development strategies.

The Ministry of Economic Affairs and Communications organises the representation of Estonia in two Councils of the European Union and in more than 32 working groups of the Council.

Estonia held the presidency of the EU in the second half of 2017. Next time, Estonia will be responsible for organising the work of the EU Council in 2031.

Coordination of European Union matters

The Ministry of Economic Affairs and Communications participates in the decision-making process of the European Union through the Council of the European Union.

The Ministry represents Estonia in two councils:

  • the Transport, Telecommunications and Energy Council; 
  • the Competitiveness Council (Internal Market, Industry, Research and Space).

The Minister of Foreign Trade and Information Technology also represents Estonia in the format of trade ministers of the Council of Foreign Affairs.

Estonia is represented at the council sessions by a minister or the deputy head of the Estonian Permanent Mission to the European Union.

The Ministry of Economic Affairs and Communications forms Estonia's positions on European Union matters that require changes to Estonian laws or have a significant impact in accordance with the "Guidelines for the processing of European Union documents."

In the working groups, COREPERs and councils of the Council of the European Union, Estonia is represented by officials of the Ministry of Economic Affairs and Communications from Tallinn or representatives of the Ministry from the permanent representation of Estonia to the European Union.

Officials also participate in committees and expert groups where issues related to subordination or implementation of directives or regulations of the European Union are discussed.
