PRINCIPLES OF ASSESSMENT OF WORK ABILITY AND INSTRUCTIONS FOR COMPLETING THE APPLICATION IN SIMPLE LANGUAGE: |

During the six months prior to the assessment of work ability, you must visit your family physician, a medical specialist, or an occupational health doctor. The physician assesses the individual's health status and records their information in the Health Information System. You can also access this information yourself by visiting www.digilugu.ee. Once you have been to the doctor's office, you can fill out an application for assessment of work ability and submit it to the Unemployment Insurance Fund. The application can be completed online, at the county office of the Unemployment Insurance Fund or by phone. The assessment has three possible outcomes: full, partial or no work ability. The purpose of the assessment of work ability is to identify the extent of work ability of a person with a long-term health damage, restrictions on activity and participation, and to make recommendations on working conditions, support for work ability, and the need for technical aid. Work ability is assessed by an expert doctor with appropriate training, based on the answers and explanations in the person's application and the health data contained in the Health Information System. If necessary, the expert doctor involves an expert team in the assessment and conducts a visit-based assessment. A visit-based assessment is necessary if the restrictions and health data specified in the application for the assessment of work ability differ significantly from each other, or the data entered into the Health Information System by doctors are contradictory in content. |

Benefits
Work ability allowance and services
The Unemployment Insurance Fund offers various benefits and services to people with reduced work ability. In case of partial or no work ability, a person has the right to receive work ability allowance. From 1st April 2022, work ability allowance is 9.30 euros per day in the case of partial work ability and 16.33 euros per day in the case of no work ability. This means 279.24 and 489.90 euros respectively per month with 30 days. You can read more about work ability allowance on the Unemployment Insurance Fund's website.

Supporting employers
The Unemployment Insurance Fund provides an array of benefits and services to employers who employ or intend to employ individuals with reduced work ability. The employer can apply for wage subsidy, social tax reimbursement, workplace adjustment, as well as, for example, reimbursement of training costs for the employee. In addition, the Unemployment Insurance Fund also provides the employee with technical aid if necessary. More about supporting employers.
