The course of the Estonian open economy is influenced by both global and regional developments. Therefore, it is an integral part of the activities of the Ministry of Economic Affairs and Communications to be aware of these developments, to have a say in them and to influence them both bilaterally and multilaterally, including in international organisations.
The legislation of the European Union gives the direction or regulates almost all sectors of the extensive area of governance of the Ministry of Economic Affairs and Communications. In promoting Estonian interests, it is important to participate actively in the decision-making process of European Union legislation.
The external relations of the Ministry of Economic Affairs and Communications are mainly divided into the following two directions:
European Union
The Ministry stands for economic competitiveness and infrastructure development in the EU and represents Estonia's interests in the two Councils of the European Union.

The most important international economic organisations with which Estonia cooperates are the OECD and the World Trade Organisation.

Department of EU and International Co-operation
The officials of the Department of International Co-operation:
- Specialist diplomats of the Ministry of Economic Affairs and Communications at the Estonian Permanent Mission to the European Union in Brussels and the OECD in Paris.
- The European Union Coordinator in Tallinn, who organises the exchange of information between the Ministry, the Permanent Кepresentation of Estonia to the European Union and other ministries, as well as the preparation of positions on European Union matters.
- International co-operation coordinators in Tallinn, whose task is to organise the external communication and international co-operation of the management personnel of the Ministry of Economic Affairs and Communications, including coordinating the reception of foreign delegations.
