According to the building regulation, it is possible to inspect construction quality and safety without imposing too burdensome obligations on construction companies.
Construction surveillance and state register of construction works
Construction surveillance and issue of building permits and authorisation for the use of buildings are the functions of local governments that will enter the relevant data into the state register of construction works, being also responsible for the authenticity of such data.
The Building Act and related legal acts ensure the safety of buildings and a safe living environment of people by means of public sector services and construction surveillance.
As construction is a sector characterised by special requirements, a contract with a specialist and a notice of economic activity to the state register of economic activities will be required to acquire the right to operate in this sector. The state register of economic activities is managed by the Ministry of Economic Affairs and Communications, but in the field of construction the register is kept by the Technical Regulatory Authority.
The state register of construction works is used to keep records of constructions. The website of the register will allow one to inspect technical specifications of buildings and documents that are submitted with respect to the buildings (incl. building and usage permits).
The data is submitted to the register by local governments. The Unit of the state register of construction works of the Construction and Housing Department of the Ministry is responsible for the maintenance of the state register of construction works. The Statutes of the State Register of Construction Works apply for the maintenance of the register.
