The Ministry of Internal Affairs will develop the policy for crisis regulation and ensuring vital services in the Republic of Estonia and will co-ordinate preparations for emergencies in the country.
The crisis regulation and national defence related functions of the Ministry of Economic Affairs and Communications and its administrative area are co-ordinate by the Crisis Regulation Department.

Crisis regulation policy
The following entities and authorities conduct surveillance over the continuance of vital services in the Ministry's area of responsibility:
- Technical Regulatory Authority
Uninterrupted telephone, mobile phone, data communication, marine radio communication, cable network, broadcasting and postal network, management of public railroads and railway carriage services
- Estonian Maritime Administration
- Estonian Road Administration
Maintenance of national basic and support roads
Handling of emergencies
The Estonian Information System’s Authority (EISA), an authority within the administrative are of the Ministry, is responsible for taking control over the handling of emergency “Large-scale cyber incident”. The working group, established with the decree of the Minister, has drawn up the emergency handling plan and will keep it updated.
Authorities within the administrative area of other ministries will be in charge for handling all the other emergencies, involving, where appropriate and according to the emergency plan, also authorities within the administrative area of the Ministry of Economic Affairs and Communications.

Cybersecurity reaction force
Crisis committee handles the crisis regulation issues within the administrative area of the Ministry. In case of an emergency, the Minister or Secretary General will decide to summon the crisis committee that fulfils the following functions:
- Making proposals to the management of the Ministry and/or the authority in charge for handling the emergency, for the handling of emergency or liquidation of resulting immediate danger.
Where appropriate, co-operation with the competent authority in charge for handling the emergency or a management structure, established for that purpose.
Fulfilment of the orders of the Minister, Secretary General and head of the crisis committee for the purposes of handling the emergency or liquidation of resulting immediate danger.
Organisation of crisis communication and collection and analysis of information of an emergency or immediate threat of incurrence of such an emergency.
Making proposals to the management of the Ministry for the liquidation of extensive interruptions of vital services, managed by the Ministry.
National defence functions committee
An appropriate committee has been established to handle national defence issues within the administrative area of the Ministry that fulfils the following functions:
Making proposals for drawing up and amending basic national defence documents and their sub-documents.
Handling the issues, related to the provision of Host Nation Support (HNS) services.
Providing area-specific information for the preparation and implementation of HNS training/exercises.
Providing area-specific information for the preparation and implementation of NATO Crisis Management Exercise (CMX).
Where appropriate, representing the administrative area of the Ministry for the purposes of national defence issues at the Government Office, the Ministry of Defence, the Ministry of Foreign Affairs and other governmental authorities.
