ROAD PROJECTS

Rehabilitation of Ikla-Tallinn-Narva road, Via Baltica I

Road rehabilitation works on Tallinn-Narva and Tallinn-Pärnu road, total of 120,6 km. Main works were completed in 2003 (2 works contracts and supervision contract) and the remaining sum was spent on environmental mitigation measures (works completed in autumn 2004). Total value of works 16,9 MEUR. FM expired on 31.12.2004

Road rehabilitation works on Tallinn-Narva and Tallinn-Pärnu road, total of 120,4 km. Main works completed in 2004, guarantee period up to Nov 2005. Total value of works 30,2 MEUR. FM expired on 31.12.2004.

Technical Assistance for Reconstruction of Väo-Maardu of E20 Tallinn-Narva road (km 9-17)

The primary objective is to execute preparation works for reconstruction of the section and bring this section into compliance with growing traffic capacity by reconstruction of current 4-lane road to 6-lane road, and construction of bridges and interchanges.
Technical assistance contract included preparation of feasibility study, EIA and design and tender documents for the section. Contract (15 months) finished on June 30, 2004 (total of 498 ths EUR). FM expired on 31.12.2004.

E20 Tallinn-Narva road, Reconstruction Kukruse-Jõhvi

The section to be reconstructed is located between Kukruse-Jõhvi km 157-163. The project aims at bringing this section into compliance with European road standards and norms and the axle load requirement of 11.5 tons. Primary purpose is the general construction of the road pavement with ancillary measures to improve safety standards and service levels. The FM amount is 13,5 EUR.

The project included framework contract with the specific objective of technical assistance for preparation of design and tender documents. The framework contract (176 195 EUR) finished on Dec 22, 2004.

Technical Assistance for Reconstruction of Pärnu bypass on Corridor I

The primary purpose of the project is the preparation of preliminary design incl feasibility study and cost benefit analysis, carrying out EIA, completion of the detailed technical design and tender documents. Maximum budget for the project 600 ths EUR.
Evaluation of tenders was carried out in January/ February 2005 and the evaluation report has been submitted to MoF for approval.
 
Technical Assistance for Reconstruction of Tallinn ringroad and Tallinn-Paldiski road.

The main objective is to prepare preliminary design (incl feasibility study), detailed technical design and tender documents for reconstruction of Tallinn ringroad and Tallinn-Paldiski road. Short listing was carried out in December 2003, but the TD is not approved by the MoF yet. The project budget is 1,8 MEUR and the contract will be concluded for 18 months.

E 20 Tallinn-Narva Road Reconstruction Maardu-Valgejõe

The overall objective is the general construction of the road pavement with ancillary measures to improve safety standards and the service level.
Works and service contracts were concluded in December 2004 / January 2005 with construction period of 10 months. Total project budget is 25,2 MEUR.

Technical Assistance for Financial and Environmental Analysis of Saaremaa Fixed Link

 Service contract between the MoEAC and Ramboll A/S Danmark was signed in January 2005. The objective of the contract is to identify the most feasible solution for the connection between the mainland and Saare county from the economic point of view (incl construction and operation) and its possible environmental impacts.
The contract duration is 8 months with the cost of 395 ths EUR.


Technical Assistance for reconstruction of Jõhvi-Tartu-Valga road

The main objectives of Jõhvi-Tartu-Valga road reconstruction project is the improvement of traffic safety and road condition within the existing road alignment except the raja bypass and access road to Tartu.
Works and service contracts are planned to start in September 2005 with construction period of 12 months, total project budget is 30,8 MEUR

Technical Assistance for reconstruction of Valgejõe - Haljala section of E20 Tallinn-Narva road

The section to be reconstructed is located between Valgejõe-Haljala. The project aims at bringing this section into compliance with European road standards and norms and improve safety standards and service levels.
TD will be submitted in April 2005. Works and service contracts are planned to start in October 2006 with construction period of 9 months, total project budget is 800 ths EUR

Technical Assistance for reconstruction of Tartu Bypass on Tartu-Elva road section

TD will be submitted in March 2005. Works and service contracts are planned to start in December 2005 with construction period of 11 months, total project budget is 1,0 MEUR

Technical Assistance for reconstruction of Tartu bypass on Jõhvi-Tartu-Valga road

The purpose of Tartu bypass on Jõhvi-Tartu-Valga road reconstruction project is to establish a connection with Tallinn-Tartu-Võru-Luhamaa road to lead the transit traffic out of the city. The main objectives concerning the growth of the traffic density are the improvement of traffic safety, road condition and also improvement of environmental condition.
TD will be submitted in January 2007. Works and service contracts are planned to start in January 2008 with construction period of 12 months, total project budget is 500 ths EUR

Technical Assistance for mainland connections of Corridor No I at Tallinn in Estonia

The primary purpose of this project is to carry out an independent assessment of existing links and possible alternative routes and project options, taking into consideration environmental aspects, new land allocations, utilities relocation needed, social and public participation and give a complex solution of connection of Tallinn harbors to Via Baltica and Tallinn-Narva Road.
Total project budget is 2,0 MEUR

Technical Assistance for reconstruction of Tallinn - Tartu - Võru - Luhamaa road phase I

The section (Aruvalla-Võõbu) to be reconstructed is a part of road between Tallinn and Tartu, two largest cities in Estonia. The main objectives concerning the growth of the traffic density are the improvement of traffic safety, road condition, improvement of environmental condition, safety standards and the service level.
TD will be submitted in March 2005. Works and service contracts are planned to start in March 2006 with construction period of 12 months, total project budget is 800 ths EUR

Technical Assistance for reconstruction of Tallinn - Tartu - Võru - Luhamaa road phase II

The section (Võõbu-Mäo) to be reconstructed is a part of road between Tallinn and Tartu, two largest cities in Estonia. The main objectives concerning the growth of the traffic density are the improvement of traffic safety, road condition, improvement of environmental condition, safety standards and the service level.
TD will be submitted in March 2007. Works and service contracts are planned to start in January 2008 with construction period of 11 months, total project budget is 2,3 MEUR

Technical Assistance for reconstrucion of Jõhvi junction on Jõhvi-Tartu-Valga road

The primary purpose of this project is the reconstruction of Jõhvi transportation knot, also concerning viaduct. This section is connecting T1 Tallinn-Narva ja T3 Jõhvi-Tartu-Valga road. The purpose of Jõhvi junction is to lead the transit traffic out of the city.
TD will be submitted in April 2005. Works and service contracts are planned to start in December 2006 with construction period of 12 months, total project budget is 700 ths EUR

AVIATION PROJECTS

EUROPEAID/116500/D/SV/EE Technical Assistance for Rehabilitation of Tallinn Airport airside area.

Rehabilitation of Tallinn Airport airside area includes upgrading the airside area to international level according to ICAO and ECAC requirements and improving of environmental situation at Tallinn Airport.

The contract with Consortium Rademacher + Partner Ingenieurberatung GmbH IRP and Prof. Dr.-Ing. Dr.rer. pol. K.-U. Rudolph GmbH was  signed on April 28, 2004. The value of the Contract is 384 000 €.  The Consultant started work on May 11, 2004. The end of the project as indicated in contract was set on March 11, 2005. The contract is extended by 2 months for getting the part of the final approvals from authorities by the consultant.


EUROPEAID/116499/D/SV/EE  Technical Assistance for Upgrading the Tallinn Airport Passenger terminal and Phyto-Sanitary Border Inspection Point according to the EU demands.

The preparation of the studies and design documents shall be related to upgrading Passenger and Cargo terminals according to the EU requirements. According to the EU regulations Tallinn Airport must rearrange the passenger flows, provide separations of departure and arrivals passenger and improve security level in Passenger terminal.  At Tallinn Airport Cargo Terminal, Veterinary and Phyto-Sanitary Border Inspection Points must be constructed. The aim of the project is to improve infrastructure and services on the border to enhance international trade and transport.

The contract with Consortium SOFREAVIA in with EA RENG AS was signed on August 19, 2004. The value of the Contract is 490 000 €. The commencement date of the project was October 01, 2004. The project is under implementation. The last date of the project will be on October 01, 2005.

MARINE PROJECTS

Technical Assistance for Construction and reconstruction of Local State Owned Ports in Saare, Lääne and Hiiu County

Service contract between the MoEAC and BCEOM/Aavo and Riina Raig Projekt OÜ was signed in July 2004.  The starting day was 13th of September 2004. The subject of this contract is technical assistance for project preparation for the reconstruction of the ports of West Estonia including the preliminary investigation of port structures, preliminary design & feasibility study, environmental impact assessment, detailed technical design, application for assistance & tender documentation for reconstruction of ports of West-Estonia: Kuivastu, Virtsu, Heltermaa & Rohuküla.  So far are approved by MoEAC Inception Report & Bi-monthly Progress Report No 1 & 2, the Preliminary Design & Feasibility Study Report is ready as a draft.

The contract duration is 12 months with the cost of 430 ths EUR.

RAILWAY PROJECTS

Technical Assistance for construction of Tallinn railway bypass, Phase I and II

The intention of the Project is to perform the study and analyze of the Tallinn railway bypass, on the basis of which is possible to make the decision for expediency and feasibility of construction. The consultant takes into account the crossing of the railway bypass with planned high speed railway trunk Rail Baltica, analyses three alternative trasses and the situation of “no investments”, different financial schemes, environmental impact, etc. The presentation of the results and training program for the employees of the Ministry of Economic Affairs and Communications, Railway Inspectorate and Port of Tallinn is included.

Maximum budget: Phase I 500 000 EUR, Phase II 2 000 000 EUR.

 

Technical Assistance for project preparation and management at Estonian Railway Inspectorate

The purpose of the Project is to intensify the preparation of the projects in the Estonian Railway Inspectorate and guaranteeing the high-quality investments into the railway sector, to upgrade the competence of the Estonian Railway Inspectorate employees in field of preparation and management of the CF projects. 
Intentions are also:
- to compile the risk analyses of the railway crossings in the TEN-T network;
- to compile the tender documents for the project “TA for reconstruction of railway-road intersection”;
- to compile the tender documents for the project “TA for establishment of a centralized railway rescue force”;
- manage the 4-days training program for the employees of the Railway Inspectorate in the matter of preparation and management of CF projects.

Maximum budget 500 000 EUR.
