eCitizen
The e-Citizen project is a nation-wide project that focuses on developing cooperation between Estonian citizens and the public sector through the Internet. In the course of the project the e-citizen environment is created, which enables the citizen to conveniently obtain information about services provided by the state and the citizen's rights and obligations. It enables people to participate more actively in the public life at national, regional and local level and to communicate with all national information systems through their personal information system.

X-Road
X-Road is the modernization program of national databases with the aim to change national databases into a common public, service-rendering resource, which would enable agencies, legal and natural persons to search data from national databases over the Internet, provided they are entitled to do so. At the same time, the system will ensure sufficient security for the treatment of inquiries made to databases and responses received.

PUBLIC KEY INFRASTRUCTURE
In order to enable sending documents electronically the Digital Signature Act was passed on March 8, 2000, which created legal effect for the implementation of digital signature. The law provides an opportunity to use digital signature equally with the hand-written signature.

ID-Card
The implementation of ID-card actually means establishing new nation-wide infrastructure in Estonia. The structure includes certification service provider (certification centre and its subunits), who issues certificates, and catalogue service provider, who takes care of making these certificates available for everyone. In addition, other services and their providers are needed which would provide the ooportunity to use certificates. Pursuant to the Estonian Digital Signatures Act, the structure must include also time stamp service provider who would issue time stamps for digital signatures.

eGovernment
In 1998 in the course of the project Vahetu Riik (Direct Government) a common access point for Estonian government agencies and constitutional institutions was created through an Internet domain riik.ee (gov.ee) and virtual Estonian Web Centre was established for administrating it. Together with the powerful development of Internet services the domain riik.ee has in four years become an inseparable part of Estonian e-government and the symbol of Estonia in the Internet. The portal e-government (http://www.riik.ee/en/) has been time and again changed and supplemented; new headings, databases, links etc have been added. In addition to the role of being the state portal it has acquired also the role of an integrator and coordinator of national information systems. In 2000 the project went through several organisational changes and new directions for development were prepared as well a large part of which have already been realised by now.

OTHER PROJECTS
IT projects in the administration of other state agencies and organizations:Estonian Government of Ministers Session Information System
A support system for the organization of ministers sessions to automate the preparation processes and proceedings of the Estonian Government Cabinet meetings. The final objective is to prepare all materials digitally and thus to reduce coping costs and delivery time. The program is in the administration of the State Chancellery.
